Just as Help to Buy aims to accommodate the housing needs of first time buyers, Help to Move is campaigning to give you the housing choices you want and need in later life.

Retirement communities combine housing, care, and community on one site and are key to enabling people to live healthy and independent lives well into the future.

Often referred to as extra care, retirement villages, very close care, assisted living, or housing with care, the development of housing options like this will give you real choice of where and how you live, as you get older.

Help to Move is calling for three main changes to policies that impact housing in the UK:

3 Main Changes

A STAMP DUTY EXEMPTION FOR RETIREMENT COMMUNITIES

The suspension of Stamp Duty Land Tax (SDLT) on purchases of homes within developments combining housing with care.

This way, moving and downsizing will be a more manageable process and you can better protect and retain your assets.

CONTINUED PUBLIC FUNDING FOR EXTRA CARE

An increase in the availability of the Homes and Communities Agency (HCA) funding for the construction of specialist retirement community properties in the affordable and social housing sector.

Retirement communities are socially and economically viable and we want the spectrum of choice to be as broad as possible, to accommodate people with varying needs and means.

CHANGES TO THE PLANNING SYSTEM

A more consistent approach to planning and approving retirement community schemes to ensure we are building sufficient homes for our aging population.

The UK simply needs more homes. In order for older people to downsize and free up larger family properties, the planning system must be a help not a hindrance when it comes to building new communities.

 

As well as government policy aims, ARCO’s campaign is aimed at you. We want you to have the choice of where and how you live, as you get older. Because retirement communities operate on different models, it’s easy to find a site and circumstance that works for you.

WHAT IS A RETIREMENT COMMUNITY?

A retirement community offers you your own home (to buy, rent or part-buy) and the knowledge that care is available at your own front door when you need it. In addition, you will be part of a friendly community with support, available on-site 24 hours a day, and communal facilities such as cafes, libraries and fitness facilities.

Help to Move is run by ARCO, a trade body that represents the retirement community sector in the UK.

The Issue

Older people and their families are often not aware of the choices they have when it comes to housing in later life. There is a lack of awareness of what a retirement community is. The Help to Move campaign exists to raise awareness of the prospect of moving to a property where housing, care and community are combined.

There are a number of changes that local and national government need to make to open up housing choices for older people, but there are three areas where we are focusing.

Planning

In England, 81% of 65-74 year olds own their own property and statistics show that older people want to remain as property owners. We urgently need more ‘for purchase’ retirement homes to be built, while also offering rent and part-buy housing options.

We want local authorities to understand the impact of failing to take into account the needs of a growing older population. We feel there must be a clearer and firmer approach to planning that ensures local authorities plan for their older citizens as well as for first time buyers. 

Downsizing

A recent Demos report found that 33% of over 60s would like to downsize if suitable retirement homes were available. If just half of those interested in downsizing were able to, 4 million older people could free up 3.5 million family sized homes.

Downsizing can be a daunting prospect but staying in a family home can become too much for some older people, especially when care is needed.

The Help to Move campaign wants specialist housing with care schemes to be exempt from stamp duty (Stamp Duty Land Tax) to assist older people to move to retirement communities.

This type of specialist housing offer residents the opportunity to buy, part-buy or rent so older people are able to plan ahead and make decisions about the way they want to live and be cared for as they age in place. As residents of housing-with-care developments on average spend fewer days in hospital than older people living in the community, the tax system should provide an additional incentive for them to move.

Community Approach Leads to Better Health

Underpinning the philosophy of retirement villages and communities is the development of new relationships and support networks. Evidence shows that people in retirement communities experience lower levels of loneliness, are more physically active, and are in better health.

ARCO member schemes are built with independence and community in mind. They are well staffed and purpose built, meaning low risk and lower occurrences of avoidable illnesses that often put pressure on A&E services, such as dehydration or falls.

Alternatively the Elderly Accommodation Counsel  is a national charity that aims to help older people make informed choices about meeting their housing and care needs.

SUPPORT THE CAMPAIGN

Our vision is for 5% of the UK’s older people to live in a retirement community by 2030.This will require an increase of around 500,000 units of housing with care, so we need to act now.

More retirement communities where people can own, part-buy, or rent their own property will benefit older people, the wider economy, as well as the health and social care services, like the NHS.
